For the past 2 years, Government has been implementing residential property cooling measures to stabilise the market so as not to let the property bubble to form.

In brief for HDB measure, from 30th August 2010 onwards, those who are eligible to buy hdb resale flat, they need to fulfil a 5 years minimum stay (MOP- minimum occupation period) there physically before they can resell their flat in the open market. In addition, they are not allowed to invest in private property within the MOP time-frame. The ruling is just like buying direct flat from HDB.

As for private residential property measures there are several as follow :

1. From 30th August 2010 to 13th January 2011, additional sellers’ stamp is levied if sold within 3 years of purchase (based on exercise date) *

2. From 14th January 2011 till now, if purchaser buying second or more residential property, their loan quantum is capped at 60% (LTV – loan to value
ratio) of the valuation or property prices whichever is lower.

3. From 14th January 2011 till now, hefty additional sellers’ stamp duty is levied if sold within 4 years of purchase (based on exercise date) *

4. From 8th December 2011, additional buyer stamp duty is implemented for buying private residential property. (also based on exercise date)
